# Age Verification Is an Industry Problem, Not Just a Meta Problem

Meta’s legal battles over children using its platforms raise a much bigger question:

**How does any internet company actually know how old a user is?**

Most online services ask for a date of birth during signup. But that does not prove anything. A 12-year-old can simply enter a birth year that makes them 18.

The obvious solution sounds simple: require identification.

But imagine every social network, gaming platform, messaging app, and website asking users to upload a passport or driver’s license.

That creates another problem: privacy.

Companies would suddenly be collecting extremely sensitive identity information from hundreds of millions or even billions of people just to determine their age.

Another approach is using AI.

Platforms can look at signals such as account activity, photos, language, friends, or other behavior to estimate whether someone is likely to be a child.

That can help, but it will never be perfect.

A 17-year-old might be classified as 19.  
A 20-year-old might be classified as 16.

So the problem is not simply, *“Why didn’t Meta verify the child’s age?”*

The same question applies to TikTok, YouTube, Snapchat, gaming companies, dating platforms, and practically every large consumer internet service.

**There is currently no perfect age-verification system that is simultaneously accurate, easy to use, and privacy-preserving.**

That doesn't mean platforms have no responsibility.

A more reasonable standard may be this:

If a company has strong evidence that an account belongs to a child, what should it be required to do?

That is a very different question from expecting companies to somehow know the exact age of every person who creates an account.

Protecting children online matters.

But regulations also have to recognize the technical reality: **age verification is an industry-wide identity problem, not something unique to Meta** and the long-term solution may need to exist below the individual app level.

This problem is already becoming very real in another industry: adult content. Governments are increasingly requiring pornography sites to verify that users are adults. That raises exactly the same question: should every website independently collect IDs or biometric information just to establish age?

That is why the more interesting solutions may come from outside individual websites and apps. Google, for example, has been working on digital identity systems where a user can prove something like **“I am over 18” without handing the app their full identity or date of birth.** Using privacy-preserving techniques such as zero-knowledge proofs, the service receives the answer it needs without seeing all the underlying personal information.

Apple is approaching the problem more from the device and operating-system level. Its age-range tools can allow an app to learn that a user falls into a broad category, such as under 13, 13 to 17, or 18+ without necessarily receiving the person's exact birthday or identity.

That may ultimately be a better model.

Instead of thousands of apps independently trying to determine everyone's age, trusted operating systems and digital wallets could provide a privacy-preserving age signal.
